डेस्क। देबाशीष आचार्या ने एसईसीएल के निदेशक (कार्मिक) का पदभार ग्रहण कर लिया है। इसके पूर्व देबाशीष आचार्या कोल इण्डिया की अनुषंगी कम्पनी ईस्टर्न कोलफील्ड्स लिमिटेड में मुख्य प्रबंधक (कार्मिक) बतौर ईसीएल मुख्यालय सेन्टोरिया में कार्य कर रहे थे। देवाशीष आचार्या ने अपने कैरियर की शुरूआत ईस्टर्न कोलफील्ड के केंदा एरिया अंतर्गत हरिपुर माईन्स से की। उन्हें ईसीएल के विभिन्न परियोजनाओं में कार्मिक विभाग से जुड़े कार्यों का दीर्घ अनुभव है तथा वे औद्योगिक संबंध में पारंगत माने जाते हैं। देबाशीष आचार्या ने वर्ष 1986 में बीएससी की उपाधि अर्जित की तथा उन्होंने सीएडब्ल्यू, डीएसडब्ल्यू (आईआरपीएम), एमए (पर्यावरण) की शैक्षणिक योग्यता भी हासिल की है। ईसीएल में एनसीडब्ल्यूए के प्रावधानों व सुविधाओं से जुड़े दृष्टि पोर्टल के संचालन में उनकी विशेष भूमिका है। देबाशीष आचार्या के एसईसीएल के निदेशक (कार्मिक) के पद पर पदभार ग्रहण से अधिकारी-कर्मचारियों में हर्ष है।

Qualification:

B.Sc (Hons.), C.L.W., D.S.W. & Masters in Environmental Studies. 

He did his B.Sc in Botany. Completed his Post Graduate in Labour Welfare from the S.L.I ( Govt. of West Bengal) & Diploma in Social Work from IISW&BM (under Calcutta University).

He started his career in the year 1991 and has a wide range of experience in the field of Personnel and Industrial Relations of Private and other CPSE (under Ministry of Surface Transport),GOI.

He joined in Eastern Coalfields Ltd. On 1st Aug. 1994 and played instrumental role in maintaining good industrial relations of the company. From Jan.1991 to April 1992: Anantapur Textiles Ltd.,

From May 1992 to July 1992 : Social Welfare Deptt.(Govt.of W.B.)

From Aug.1992 to July 1994 : HD&PEL (under Ministry of Surface Transport, GOI)

From 01.08.1994 and still continuing in Eastern Coalfields Limited.

His jobs cover entire gamut of Personnel functions and Industrial Relations.

Presently posted as HoD of Executive Establishment Deptt., ECL.

Achievements

• Conceptualization, development, and implementation of recruitment portal – to date we remain pioneers in this initiative among all subsidiaries of CIL.

• Formulation and establishment of a scheme named ‘DISHARI’ that has set clear-cut guidelines for processing employment proposals under the ‘death in harness scheme’ along with the timelines. The scheme provides for a single window for assisting the employee dependents in all processes related to the employment proposal. Regular updating and publication of the status of the proposal in the company’s portal make the process transparent and hassle-free.  

• Rightsizing of manpower through the implementation of various initiatives of the company such as VR scheme of surplus and redundant manpower (289 nos. – 2017-18 to 2019-20), SFVR scheme of CIL for female employees (1168 nos. – highest in CIL as a whole), and gainful deployment of female employees as per qualification and aptitude to strengthen our position as an EQUAL OPPORTUNITY EMPLOYER ( 865 nos.), conversion of Piece Rate employees to Time Rate (11705 nos.) – at present there is no Piece rated employees in ECL.

• Addressing the shortage of manpower in key positions including statutory manpower through direct recruitment ( 299 nos.). Transparency in our processes has led to the timely completion of the drives without any litigation. 

• Fostering amicable and transparent Industrial relations practice leading to no loss of man-days of work due to IR issues in the last three years. 

• Implementation of payroll module of SAP (1st among all subsidiaries in CIL – 2nd phase). Processing of payments centrally through SAP for Monthly Monetary Cash Compensation in lieu of employment (under NCWA provision ) and Apprentices (1st among all subsidiaries in CIL – 2nd phase).
